The University Academic Council is a selective representative body. It fulfils general authority functions in the University. The Rector and Pro-rectors of the University are its obligatory members; the Deans are appointed by order of the Council. Other members are elected by secret ballot. The minimal number of its members is 50. The representation norms concerning the membership of University branches and students are established by the Council.
 
The University Council has the right to propose its candidates to be elected at the University Conference. The representatives of departments of the University are considered elected members provided they get more than 50% of all votes with no fewer than 2/3 of the delegates on the list present. The list of the Council members is validated by the Rector. The Council’s term of office is 5 years. Preterm election of the Council can be set on request of no fewer than half of its members or by decision of the University Conference. The Council’s meetings are held according to its plans; normally, once a month.
